E-government in India

Abstract

This chapter examines the state of e-government in India through an analysis of four projects. The analysis is conducted through the lens of established e-government frameworks, and in particular the framework by Janowski (2015). The four projects are e-Office, the CCTNS project of the police, the Bhoomi project of Karnataka and the Aadhaar unique identity project, where each project corresponds to one of the stages of e-government identified by Janowski. The projects are briefly described, and then open research questions and issues are discussed. These research issues include those of regulation and innovation, choice of technology (particularly open source technology), security management, change management, privacy, the issue of corruption and the issue of caste access to e-government. Though these issues arise in the context of a developing country like India, they have relevance for extending e-government frameworks and models and are the main contribution of this chapter. © 2019 selection and editorial matter, Indian Institute of Management Calcutta; individual chapters, the contributors.
